Once the plaster has dried out completely, you can then begin your decoration.

To paint a brand new surface you shouldn't use a vinyl based emulsion or sealer because it won’t allow the surface to breathe naturally as it isn't moisture vapour permeable. It would be better to use a thinned down contract matt emulsion or primer instead.
To hang wallpaper you should definitely ‘Size’ the walls first. As the plaster walls are super absorbent they will suck the moisture right out of the paste and you will be unable to manoeuvre your wallpaper into position because of poor adhesion. A coat of ‘Size’ or wallpaper paste on the new plaster should suffice before starting the job. Remember to use a fungicidal paste if you are using a vinyl wallpaper because this type of wall covering can’t breathe like regular paper can.
If you intend to use oil based paint it is advised you use an alkali resistant primer first.
Tiling is relatively straightforward and needs no prep work other than making sure the walls are clean and dry.
A simple failsafe is to allow the plaster to fully dry out before starting the decoration otherwise there’s a chance it could peel or fall off.
